My friend has a male rat (6 months) with what appears to be orange dandruff
towards his rear end, is this a cause for concern?

Orange dandruff is usually due to lack of humidity, lack of fatty acids in
his diet and poor grooming.
Usually this occurs in older males but has been seen in younger ones. You
could try bathing him and adding a few sunflower seeds to his diet. Also,
adding a bowl of water near the cage will help with the humidity level.
