I have a budgie who had a blue cere ever since it was 8 weeks old and now it
is 1 years old and the cere has just recently changed to a brownish color. Can
anyone tell me if this is a male or a female.

If the budgie is healthy, it is a hen. Are you sure
the cere was a dark, solid blue during the previous
year? Some young hens will have a cere that is blu-ish
but usually a light blue with some whitish areas.
I have had a male get a dark brown cere, but he was ill.

Are you sure it was a "chocolate" brown?
