I have two female budgies and one male. Both of the girls have layers of
extra skin on their ceres which periodically peels off (with there help). An
avian specialist I took one of them too about a year ago called it
hypertrophy of the cere, but then another vet (not a bird guy) said it was
scaly face. Their eyes and legs are fine.

Does anyone know of this cere hypertrophy???

They are separate conditions. Scaly face is caused by a mite whereas
hypertrophy of the cere is just that and has several causes. Please see
