They were at the shelter for three and one half weeks, totally and
completely away from the other animals, that place is so high-tec, they
have air scrubbers for each area to cut down on any disease out-break.
Three and a half weeks Joan, there is your quar. period right there.
And why wouldn't their immune system NOT be functioning properly??
Give it up guys.

Typo? Yeah, right! Most likely, it's her guilty subconscious trying to
tell the truth.
Well, no wonder she doesn't bother testing or quarantining new ones.
However, there are still other diseases which they would be even more
susceptible to since their immune systems are not functioning correctly.
