I just brought an English budgie home from a pet store. She'd been
there a long time and she wore me down on our last trip there. She
has a band on her right leg. Is there a way to find out where she
came from? The store owner stated he had no idea, although I have a
hunch she was turned in by a previous owner because her band says 03,
so she's not a baby. I've done a brief search online, but haven't
found a specific site or even much information on specific bands.

The silver band on the English budgie reads 03 (sideways, in smaller
print) 59L2878

The big 03 most likely means that your budgie
is about two years old (born in 2003).
The other band code info probably identifies the aviary,
or possibly a shipment and quarantine processing location
if your bird was imported. I have no idea how to decode this,
or even if it is possible to do so. I suspect that there is
no standard meaning or format, and that breeders just put
whatever they want there for their own purposes.

Let me know, I'm really curious about that high number. I'm
thinking maybe bands are now numbered as a **total**, instead of by
breeder, but
that number would still be high. I haven't bred budgies
since......yikes,
1991, so I'm sure some things have changed since then.

There is a standard, if it is (and it sounds like) an ABS band
(American Budgerigar Society). The 59L is the breeder number, the L
being the first letter of the last name or aviary. However, bands are
sold consecutively numbered by each buyer (at least they were a few
years back, when I was buying them) and 2878 seems liek a LOT of
bands.
Yoiu can contact the ABS for contact information of the breeder.

I sent an email to the secretary of the ABS, since that was the only
address I could find on their site. I haven't gotten a response.
Not sure where to go from there. I've surfed the web, but there
doesn't seem to be another source of ABS band numbers. I will post if
I do find out anything else. :)

It would depend on who you bought the bands from. There are hundreds of band
suppliers not including bird societies and government approved suppliers.
The information on one band doesn't apply to all bands.
