No, they can not swim. But they probably can put up a heck of a fight to
save their own lives in an accidental water encounter.
A kayaker in Alaska told me that she had seen an eagle "swim" to shore after
grabbing a fish which was too heavy for it to carry. Eagles can not release
until they touch down and this bird was brought down by the weight. I've
read that the number one cause of death in eagles is drowning when they
underestimate the size of a catch.

Would not be suprised. I know cockatoos can, they sure don't like it
though. Eagles and many large birds of pray can swim. Again, they
don't like it, but they can do it...

I've seen a parrot (female Red-Bellied, i think) get nervous after jumping into
a full bath dish. She instinctively spread her wings over the surface for
bouyancy and propelled herself towards the edge with her feet and wings.
It wasn't the breast stroke and she never put her head under water, but one
could argue that she "swam to the other side."
