I have a beautiful Green Wing and am a crafter. I want to use the feathers
he molts in some kind of arts or crafts. I also sew and want to know if
anyone has information on how to use these wonderful birdy gifts in sewing
or crafting. Thanks for any information you may have to share.

I give Macaw feathers and to use them in a craft is a gray line, but to have
sold the craft is illegal.

He may be referring to this quote from:
http://hyacinthmacaw.org/hyacinthmacaw.htm
The Hyacinth Macaw's historical range included a large area of northeastern,
central and southwestern Brazil, eastern Bolivia and northeastern Paraguay.
Today, it is know from the interior of northeastern Brazil, central and
southwestern Brazil, easternmost Bolivia and, some claim, extreme northeastern
Paraguay. The outline of the range has not contracted much, but the number of
individuals is much reduced. Recent estimates of the number surviving in the
wild have ranged from 2,500 to 5,000. Persecution has taken the form of illegal
pet trade and hunting for food and feather (see photos of Indian crafts). The
high value of these birds in captivity ($7,000-$10,000 in the United States)
has driven illegal trade in Brazil long after they received legal "protection."

Investigate how Native Americans use feathers in crafts. You will get some
ideas from their art. Just remember to think of the feather as a gift and
don't use it if you don't alow a piece of your heart to be weaved into the
craft.

I remember a photo in Bird Talk a few years back of a parrot that someone
had made out of their birds moulted feathers. They had just glued the
feathers to a piece of cardboard or something. It looked great. I also saw
an artist in Hawaii who was making beautiful butterflies out of parrot
feathers.

This has absolutely nothing to do with using parrot feathers in
crafts, but it's what I've been doing lately with the feathers
that my cockatoo Jester sheds during his molt.

I have a coworker whose 3-year-old daughter has Trichotillomania
(obsessive pulling of hair). Her parents have sought medical and
counselling help, and one thing that the little girl learned is
that "birds do it too". (In birds, we call it feather-plucking.)

She has a little coloring book that was written for kids with
this particular OCD, with a story about a cockatoo that pulled
out her pretty feathers. So, I gathered a bunch of Jester's
feathers, and sent them to Candy.

She was delighted. She took scotch tape and fastened some of the
feathers in the coloring book, and her mom tells me she sometimes
walks around the house wearing feathers in her hair.

I continue to collect Jesse's feathers, and from time to time
I'll send a few more to Candy. It costs me (and Jester) nothing,
but it gives her such a lot of encouragement and pleasure.

I have seen some aboriginal art called "DREAM CATCHERS" which have been
decorated with Eagle feathers, don't know why parrot feathers couldn't be
used....
I personally have a Mollucan Cockatoo feather where some artist painted a
cockatoo on the feather it self... !!! (I really liked that one).... just
some thoughts...

Rich Peet
I make the following notes to others reading this prior to answering as I
know Bob is aware of most of this. Note that I am in the US and only
reviewed the US federal laws.

In general I note;
The original wildlife protection laws dating back to the late 1800's
specifically addressed the marketing of feathers as a primary need that
needed to be addressed to protect our wildlife. Most of the original laws
no longer are valid.

The largest international treaty dealing with attempting to protect the
taking of wildlife is the CITES. "Convention on International Trade in
Endangered Species of Wild Fauna and Flora", a treaty in effect since 1975"
CITES has been the best deterrent to date for the slowing of trade of
feathers that have a value well in excess of the median incomes of people in
the countries where these birds live. But CITES deals with species not with
parts of them, and therefore does not seem to directly address my post.

Further the Migratory Bird Treaty Act seems to protect feathers but not for
Macaws as a Macaw is not a migratory bird.

The best site I can find on a federal basis at this time and which is not
based on knowledge of all federal laws is:

________________________________________________

[Code of Federal Regulations]
[Title 50, Volume 1]
[Revised as of October 1, 2002]
From the U.S. Government Printing Office via GPO Access
[CITE: 50CFR17.21]

[Page 171-174]

TITLE 50--WILDLIFE AND FISHERIES

CHAPTER I--UNITED STATES FISH AND WILDLIFE SERVICE, DEPARTMENT OF THE
INTERIOR

PART 17--ENDANGERED AND THREATENED WILDLIFE AND PLANTS--Table of Contents

__________________________________________________
_____
see:
http://a257.g.akamaitech.net/7/257/.../50cfr17.21.htm

This law has an exemption for the captive bird but that exemption seems to
only apply to the entire bird and would still prohibit the transport and
trade of feathers of endangered and threatened wildlife which Macaws would
be a part of.

No matter which laws are pulled out of the big hat it should be clear in
researching the issue that there are very real issues that should discourage
the making of crafts for commercial purposes from Macaw feathers.
