My 8 month old TAG will on occasion lift his wings slightly from his body
and make a sort of frustrated whining sound for a minute or two. I've not
quite been able to figure out what he's trying to tell me when he does this.
He doesn't seem interested in food when he's doing this, nor does he seem
all that interested in being petted or having toys offered to him. Usually,
he'll only do this when he's sitting on my arm. Anybody know what he's
trying to tell me?

Sounds like his "inner child" is making an appearance. Nothing to worry
about; being with "mommy" feels good.

If he was being a child, would he not like being petted at this point?

Oscar has started doing this a lot. Especially if I am in the house looking through the window to the aviary, he stares straight at me and bobs his head about 5 times. If I do the same, he repeates. Gets fed up after about 10 cycles, and progsses to hi
s vast array of whistles (which I've no idea where he got them from).

Yeah my Nobby does it when I talk to him and says "bub" softly, he's
acknowledging me and showing affection and I just wondered of Claudia's TAG
was doing the same.

I asked Kenya's breeder about this very behavior last weekend. The breeder
said it's courtship behavior but tjat they learn it as babies. She said
that right now Kenya's just trying to tell me that she loves me :)

I wonder if you have to show affection back so as not to upset her? One of my amazons kept trying to mount (!) my shoulder, but he's gone off with a female now.

What you don't get is you are the childish one.

I think this is a sign that he is begging for something; ours does this and
crouches low down when he wants something.

the other similar behaviour is a sexual one, but at 8 months that would seem
a little early; does he reguritate any food, if he does then it is just him
being a bit frisky.

Strangely my greys don't beg like that, but the two hand reared amazons do. The greys whistle for me, or fly over to my shoulder.

Do you mean "sucking" your finger? If I hold finger and thumb up to his beak, he will vigorously "suck" to try to get food!

My macaw does this, but he is only 2.5 - too early to be mature?

Hard to say, but maybe your bird is like mine. Zoe (CAG) will lift her
wing, then make a whining sound to let me know she wants to play. In other
words, she's telling me she wants attention. This happens only when she's
perched on my hand. Oh maybe a few times on the arm, too...but generally,
I don't let her sit there too long.
