Why don't you tell us. Most breeders don't house different species of birds
together because it's generally a bad idea to do such a thing. In the wild,
zebra finches and budgies don't hang out together, so who knows what will
happen if you house them together in captivity? Since you're obviously
housing them together, you can tell us if zebra finches will breed when
housed with budgies.

to breed as they have a habit of interfering with other birds nest and will
easily evict a budgie or cockatiel from their nest. There is a problem of
budgies biting the zebras toes if they can get near them.
I have a mixed collection of birds, all are kept seperately to increase the
chances of successful breeding.

I am housing them together in a large flight/aviary. (4 ft long 6 ft
high.) The finches have paired up and fly to the nests. The 2 budgies
(which are somewhat old) just kinda sit there. The finches aren't
afraid of them and for the most part, ignore them. One of the budgies,
will however, lunge at the finch when it gets really close. She has
never touched the finches. Other than that, they seem to get along
fine.

That is a small flight.

Up until now it hasn't. God help the finch if she ever does get hold of it.
The fact that she lunges shows that it is unhappy with the finches in her
space and reeding more finches will make her more unhappy. Given that you
have them all in such a small space I would remove the budgies as your
little flight will soon be overcrowded at the rate finches breed.
Other than that, they seem to get along
